Solar panel waste is treated according to the Resource Conservation and Recovery Act (RCRA). Although recycling laws exist at the federal level, each state must introduce its own recycling regulations. The general waste regulations also cover prescription of transportation, treatment, recycling, and disposal path ways.
The waste from solar panel modules is expected to reach about 8600 tons by 2030 and it will further increase to 78 million tons by 2050. The waste solar panel should be discarded or recycled appropriately since the toxic substances released from them can affect human health and the environment.

This paper proposes a comprehensive process for recycling of discarded silicon-based PV panels economically, environmentally, and efficiently.
PHOTORAMA, a pan-European project which received an €8.38 million grant under the EU’s Horizon 2020 programme, is working to meet this challenge. ‘ Recycling PV panels is not easy,’ says project coordinator Claire Agraffeil. ‘The current practices are identified as ‘down-cycling’, which leads to irreversible loss of valuable raw materials.
A current estimate indicates that there are over 4 million tons of PV panels currently installed across Europe ( Energy Balance Sheet, 2016) This sheds a light on an estimated 43,500 tons of waste contributed by PV panels once they need to be replaced within the coming few years.
