Empirically, we study the new energy vehicle battery (NEVB) industry in China since the early 2000s. In the case of China's NEVB industry, an increasingly strong and complicated coevolutionary relationship between the focal TIS and relevant policies at different levels of abstraction can be observed.
As in recent years, most policies supporting EVs target the electric light-duty vehicle (LDV) segment, for which market maturity is most advanced and vehicle availability greatest. In 2022, more than 90% of global sales of LDVs were covered by policy that encourages EV uptake.
The New Electric Vehicle Industry Plan lists new energy vehicles as one of China's strategic emerging industries and sets detailed plans and goals for the development of the NEV industry. (Wang et al., 2022a, Wang et al., 2022b, Wang et al., 2022c).
Public authorities are only at the start of providing policy frameworks for the large-scale transformation of the automotive battery industry in terms of material sourcing, design, product quality requirements and traceability from inception to disposal.
