What is charging and discharging a capacitor?

What factors affect the rate of charge on a capacitor?

A higher capacitance means that more charge can be stored, it will take longer for all this charge to flow to the capacitor. The time constant is the time it takes for the charge on a capacitor to decrease to (about 37%).

Why does a capacitor charge to 100 volts?

A capacitor can store the amount of charge necessary to provide a potential difference equal to the charging voltage. If 100 V were applied, the capacitor would charge to 100 V. The capacitor charges to the applied voltage because it takes on more charge when the capacitor voltage is less.
