In order to protect an industry in its infancy, a subsidy is provided so that companies manufacturing solar panels can reach the necessary economies of scale, lowering the cost at which the energy is provided. And this is what has happened over the past three years.
For solar panels and onshore winds farms, Duenas-Martinez says, heavy subsidies are accomplishing their goals. Those two renewables are now competitive with fossil fuels in most places, giving people a way to produce and use clean energy without paying higher energy bills.
In the U.S. alone in 2016, $18.4 billion was spent on energy subsidies; $11 billion of that went to renewable energy and $3 billion to energy efficiency. I served as moderator for the panel discussion that night in Houston, as speakers considered subsidies in the context of everything from the free market to health impacts related to fossil fuels.
Some green energy suppliers already provide 100% renewable power. Subsidies help them, and help others get to that stage. To achieve this goal energy companies have had to spend a lot of money, they aim to make this money back by passing the costs onto you as a consumer.
Subsidies to renewables have been credited with increasing innovation, lowering costs and expanding the energy mix – roles also played by early subsidies to fossil fuels, which were greater than those made to renewables at the same stage of development.
Governments have many reasons to subsidize energy, Duenas-Martinez says, and a variety of levers for controlling its price. “Energy is one of the main drivers of economies, and as soon as you get a spike in prices of energy—particularly when you are not the one producing them—immediately there is an impact on the economy.”
